The short answer
Cutting removes what you can see. For most established invasive plants in Ontario, what you can see is a fraction of the organism. Rhizomes, root crowns and seed banks persist below ground, and they are what allow a stand to return season after season.
That does not make cutting useless. It makes cutting a component of a plan rather than a plan by itself.
Where the plant actually lives
Invasive Phragmites spreads through an interconnected rhizome network and above-ground stolons. A dense stand is effectively one system with substantial stored resources. Cut the stems and the system draws on those reserves to regrow.
Japanese knotweed takes this further. Its rhizome system stores enough to push new growth repeatedly, and it regenerates from very small fragments — which is why mechanical work is one of the primary ways it spreads.
Woody invaders such as buckthorn respond to cutting by resprouting from the stump, often more vigorously and with more stems than before. A cut stand can become a denser stand.
Cutting can move the problem
Equipment is a vector. A mower or brushcutter that works through an infested area and then moves to a clean area carries seed and plant fragments with it. On a linear corridor — a road allowance, a utility right-of-way, a trail — this can extend an infestation along the whole route in a single season.
Timing compounds it. Mowing wild parsnip after seed has matured distributes that seed along the corridor. The work looks like management and functions like dispersal.

When cutting does help
Cutting has real value in the right role. Preventing seed production is a legitimate objective, and well-timed cutting before flowering can achieve it for seed-dependent species such as wild parsnip.
Cutting can also improve access to a site, reduce standing dead biomass so that light reaches the soil after treatment, and support cut-and-treat approaches where the cut surface is the delivery point for a targeted application.
The distinction is between cutting as a tactic within a plan and cutting as the plan.
What a durable approach looks like
Effective invasive vegetation management starts with correct identification, because the biology of the species determines everything that follows. It then matches method and timing to that biology, and it treats the site as a whole rather than the patch that is most visible.
It also plans for what comes next. A treated area with bare soil is an opening, and the species that fills it may be the same invader returning or a different one arriving. Encouraging stable cover is part of preventing the next infestation.
Finally, it assumes follow-up. Regrowth after a first season is normal, and catching it while it is small is much cheaper than repeating the original project.
